I've found out why Informant is causing TipTac to not stay at the anchor. But why it's actually happening is still very odd to me.

Thanks for noticing this, I had already added the pattern for it in the last release, but I never tested it out if it really worked. I had missed that it doesn't show a plus sign and both strike and rating is lower case, so it of course wasn't working.

Just a question, I've not used a global cooldown bar myself, but if I were to add one, I'd find it easiest to just make a new plugin, but I guess you'd prefer it to be anchored to the player casting bar rather than an extra plugin?

It's possible to do this yes, but I would prefer if the aurhor of your actionbar addon did this. Because its easier not to show the tip than to hook a function to forcibly hide it when generated and shown.

I don't think I will ever add support for Talented in Examiner, not only is it an addon I don't use, but the next patch is going to have a few talent UI improvements.

Buffs and debuffs without a duration will not show any bar color. And that is actually by design, something I want to change now, because I can see how annoying it can be.

Yeah, I used to use eCastingBar too before making this, and the lagging, just like the default blizzard casting bar, drove me nuts. It happens because they use the values returned from GetTime() which depends on the System Uptime. That means you will only start...

What makes you think TipTac caused this, I don't see TipTac anywhere in that error report.

It's not the lua file you have to edit, but the toc file. Simply open the TipTac.toc file in a text editor, and change the SavedVariables on line 6 to SavedVariablesPerCharacter, then restart WoW.

I've been wanting for quite a while to make a way to configure the placements of InfoPanel plugins in game, the current way of editing the xml works, but can be quite annoying sometimes. Also because you might want one plugin enabled for some chars but not for others.

This addon uses about ~100kb but you can easily cut that down by editing the plugins.xml file and removing the plugins you do not wish to load.

2) worldframe non-unit
3) frame unit

That is because the player cast bar always takes priority from the target bar, just as the target bar takes priority from the focus. If you really don't like this behavior, you can change it but it requires you to edit the CastBar.lua file.
