The settings should be saved per character, so I don't see why this is an issue, unless the per character saving doesn't work as it should. I'll have a look at it regardless now.

Pre-2.1.0 Atropine will not include a feature to 'easily' create poisons. The different poisons don't share the same set of reagents, so you can basically just open the poisons window and click "Create all" all the way. I haven't been able to re-create that. You can bypass the auto-refill function by holding down when you talk to a poison vendor. Take a look at the tooltip on the checkbuttons, the answer might be there. I didn't spend more then 10min looking for a possible cause, because I'm already in a hurry :). I'll have a deeper look...
