Okay that's the strangest issue I've ever heard of in my entire life. I can only imagine you have a Poltergeist in your computer and it possessed your game and warped the UI like the faces from The Ring, which means you need to make a copy of the UI and give it to someone, and then Samara/Sadako won't come for you in 7 days and kill...

If you're trying to move the bar, you need to grab an empty part of it, or change the background color to be something you can see which brings the entire bar into focus.
