Cat Form Combo Points Border

I noticed that the combo point border does not pop up at all when you are in cat form. The combo points do, but no border. Normally for other classes with Power (Soul Shard, Runes, Rogue Combo Points, etc.) the border pops up when combat is engaged. Is there a way to activate this?
