The file localization\localization.lua referenced twice in .toc.
Separate files has no fail-checking.
I.e., Bindings.lua starting outright by referencing to TotemTimers.
It's highly recommended to add something like
if not TotemTimers then return end; in there.

Since you're referencing DataStore as required dep in your sub-modules, you do not need to reference same common libraries in them.
By manually deleting them, i've been able to reduce unpacked size almost in quarter. (From 4.8Mb to 3.7Mb)

This question have been raised a number of times, and I don't see much reason in it either, but there's one idea i came with to simplify life of those using more than one-two gear sets for different purposes.
Allow switching to second set of rules.
Show comparison by that second set when Alt key is held while mousing over an item...
