Disable X-Perl and be surprized - it'll still be there.
Next time do not install complete UI if you do not want such things to happen. It's one of the tooltip addons has moved it to the screen center. Find which one you have installed and configure the position to your liking.

Right. Dispel, Abolish and both healing spells, whatever is applicable at the moment, from single click. Only spell that require some mind work in progress, is a Renew that have put on rightclick.

Where to change smartcast options?
The HealBot site - I tried, it is playing a cptn. Obvious, not adding anything to what I see already in game.
Specific issue is that HealBot breaking shadowform by attemting to heal people, when I only want it to decurse them. It happens when debuff has been removed right before my cast.
