You have to assign a hotkey in the blizzard keybinding settings for that addon.
Then hover your mouse over the specific frame. Press the hotkey until only the frame you want to move is blue.
Move the frame to your liking and press hotkey again.
Maybe some kgpanels will disturb you and color the...

Thanks Exim, had the same problem but didn't know how to solve it.
There's one issue with Quartz, (could be other addons too), but I get errors telling me to either disable or ignore when I open the config menus to set the addons.
Havn't even opened the quartz config menu, because it was working from the beginning with my old ve...
