Smart cancelling won't disable canceling, I think you are confused on how it functions. If you set a threshold of 10g, you post an item at 12g and then someone posts it at 8g, it won't cancel the 12g item.
The auto cancelling option will only stop canelling but not posting, I'll see about adding a simple page that let's you enable...

I'm confused what you're asking, it sounds like you want the smart canceling option to be moved from a global to a global then overridden per group?
It looks like you ultimately want a way of setting profiles so you only manage a certain set of items from each profile, and for all intents and purposes the other groups don't exist...
