What addon could this be?
 
I came across this screenshot, from BatiUI, and I got stunned by seeing skinned achievement popups! :eek:

I'm very interested in finding the addon that does this, I looked through the addon list (I even downloaded the UI and checked for textures, nothing.) but I couldn't find any addon that does this.

Here's the screenshot in which you can clearly see the achievement popups being skinned.

AI-Art is what is changing them, I believe. At least, they look the same as what I see in my UI. ;)

you could also just download the ai-art package from here on wowinterface, the package changes all the blizzard frames to something a lot nicer at least in my opinion.

Yes that is AI-Art. but that screenshot has a old bug in it.
That was fixed. (WotLK 2 point shields Cataclysm 4 Point shields)

So it looks better now. AI-Art can be found here

If you only want the Achievement background you will need UI-Achievement-Alert-Background.blp (but that would look a bit different because off the shield (where you points are shown)

UI-Achievement-Shields.blp
UI-Achievement-Shields-NoPoints.blp

are the 2 for the shields, but they change it in the Achievement window as well.

All files are found in the package in the AchievementFrame folder

This shouldn't be too hard to do with lua either. Hide the regions and add a new backdrop, perhaps you need to hook OnShow as well.

Though if you can get what you like simply by replacing textures, then that's ofc what you should do.
