Problems with Zones & Fog of War

Note: I'm using the DEV version.

I've been trying to use my flying mount to travel around the world to "erase" the Fog of War (unexplored areas) in remaining areas of the world map. Yet, Carbonite is unable to display the Fog of War unless I move my mouse cursor over that zone. If I'm not mousing over that zone, the Fog of War no longer displays -- it disappears from the map! Very frustrating! Years ago, Carbonite used to "keep" the Fog of War visible while looking at the entire world map without having to click on the hundreds of individual zones. It seems that the Carbonite map is now a collection of individual zones and no longer a seamless, uniform map. Can this Fog of War issue be fixed?
