How to start a oUF?
 

Hey guys, I'm trying to start to make a new oUF...

This will be my first UI, and don't know how to start

Do I need to download the oUF starter and then configure that or do i need to start from scratch?

I won't recommend to start from scratch.

There are several good oUF-layouts, which may be your starting point, for example oUF_lily, which is maintained by haste for this purpose.

You may of course feel free to ask any question in this forum, the community is very helpful.

So i should start by downloading a generic oUF, like Lily, and just re-customize it and the layout?

That's most likely the easiest way to learn OUF. Most of the layouts are very well documented in the files.
