Is there an addon available that will keep track of garrison related quests?

If you mean tracking missions, Broker Garrison is a nice LDB plugin.

You could check Vranx. Vranx Garrison AddOns

I am more referring to the quests that help you get your next increase in garrison level.. you know, the quests offered from within your garrison.

I don't think so...

You get Garrison lvl 2 after you reach level 92 (or maybe earlier) and finish up the main quest line in that zone.

To get Garrison lvl 3, you need to just be level 100.
