Latency is high?!

Over the past two days, I've watched my latency jump for a mear 25-100, to 1513!! How the hell can I get this lowered?

Check your modem/router cord connections, make sure everything is plugged in all the way.

Tried all that. Nothing. And I know it isn't because im on a laptop, because my Desktop has the same.
