Chat frame strata?
 

There a way of raising the chat frame strata so its not being covered up by the "gryphons" of a vehicle UI, or removing those side graphics of the vehicle UI?

probably not the exact answer you were looking for but it has been answered before and figured I would link you the link to it :D

So I dont have to mess with code though, is there an existing mod that can do this? Or modify the look of the vehicle frame to remove the side graphics?

I believe prat does this it's been awhile since I have used it. I am sure someone will say chatter has this too and that may be the case too but personally I prefer prat to chatter as I find it easier to set up. But give both a look see, their both fine addons that use about the same amount of memory from what I have seen on my end on my computer so there really isn't much of a difference between either.

Im using Chatter and see no such option unless someone can point me in the right direction.

might wanna look into prat otherwise you might just have to delv into making a tiny mod as suggested in the link I linked before its pretty easy nothing complicated if you just copy and paste what was posted.
