Dungeon/Raid Chat Not Skinned

I'm not sure which update caused this, but player chat bubbles are no longer skinned in dungeons or raids. I don't know when this started to occur, but I know it's relatively recent. Is this intended?

Its a Blizzard restriction

Ah, I thought that was only an issue with the unit frames. Oh well.
