I need an addon where you can set up a tooltip about an item under the cursor so that it appears and disappears instantly (without fade)
Is there such a thing in nature? Thanks ;)

Appears when you do what? Hover over the item?

If you are asking to replace the fading part of a tooltip display then you may have to find a way to replace Blizzards Fade() function for the GameTooltip control. This may cause taint though.
