Officer Notes?
Sounds like a lot of effort to save just a tiny bit of time. Why not use officer notes to track the number of offenses?

Uh in most cases, won't it be more effort to educate people on how to use the !ginv feature and to communicate the password than to simply invite people when they whisper you? Hmm... :)

Sorry, don't know of an addon that does that and only that... but WoW++ (http://wow.curse.com/downloads/wow-addons/details/wowplusplus.aspx) is really easy to configure, maybe try that?

WoW++ also does this, and does the same for your ignore list (which it makes limitless). You'll have to run to curse.com to get it, though.
