A really good one that I have found is...

A really good one that I have found is FluidFrames. It allows you to move literally anything in the game. I actually moved some of the frames out of the AH, lol. Of course I had to redownload it...

Not entirely sure what you're talking about specifically, but check to see if there is a "Clamp to screen" option. This will dissallow any frames from moving off-screen.
