WoWI defines "current" as having the "Works with 4.3" checkbox checked on your "Manage Addon" page.

As for whether you should upload an "update" that includes no changes aside from bumping the TOC...

That doesn't really belong in this thread, but no, you shouldn't "update" your addon to TOC 5000x yet. If you do, then users on regular servers will have to check "Load out of date addons" in order...
