.NET Frame Utilization Error

I just installed the UI Designer and cannot use it. When I opened it, I got a ".NET Frame Utilization" error. It said: "C:\WINDOWS\Microsoft.NET\Framework\v2.0.5072\mscorwks.dll could not be loaded."...
