anyone have any thoughts on the flashing map icons? that's the only thing critical i've experienced

that fixed the map, but all of the icons on the minimap blink rapidly when Carbonite is enabled. guess we'll wait for the devs.. I've no idea where to start to look for that.

NUM_WORLDMAP_DETAIL_TILES

replace with

GetNumberOfDetailTiles()

Performance (FPS) issues when Carbonite enabled

Not in dungeons, in open world, I'm noticing that I get about 30fps with Carbonite enabled.

If I disable Carbonite, 60-70 fps.

there's not a way to bind this to a keystroke, to my knowledge, but unless i'm misunderstanding you - you can already do this by clicking the icon next to Flight Master in the guide.
