They are just filtering ICMP, that's very common.

Trying connecting to the port at that IP (use telnet) and there is a small delay, but it does connect.

I've been having the same issues since yesterday...

I've been having the same issues since yesterday evening. battle.net is still down for live maintenance, so it's not like anyone can post.
