If you go to the ArkInventory settings, under System, there is a tooltip section. Make sure it's enabled, and activate Item counts. This should put the item counts in the tip.

I'm not sure this kind of addon could be created. As far as I know, communication outside of the game is not possible. But don't take my word for it, it's been a while since I dug into the LUA code..
