I'm not familiar with a function that would get the id of the item that is on the cursor.
I've looked through it all before, but I don't see a reliable way of doing this because there are so methods...

I think the problem that he's stating here is that when you're in a Tavern/Inn and you're already inside a capital city. Your rested state is already On, and your ZONE_CHANGE_INDOORS already fired...
