You could try deleting the saved variables for Power Auras (in WTF/Account/AccountName/...)

Though, that sounds like a stranger bug to me.

to get an executable for uploading / downloading data for an addon on this site be? Is it just flat out not possible (I know that there are installers for things here...

I don't know how much I personally will be able to help, but my research group at my University will be tackling the process of making a data upload / download (mostly upload) addon for a research...

You might be thinking of old mods that worked before Blizzard got wise to the various /ignore bugs. Those don't work anymore, as far as I know.
