Actionbars screwed up from widescreen to 1.3 aspect ratio

Title says it, changing from my laptop to desktop which is wide to normal screws up the skills big time. Anyway to save settings?

Unlocking Fubar in combat?

Is there anyway to disable the locking of fubar during combat? I sometimes want to check my rep or see if a friend is on through the fubar during a fight.
