What action bars are you using (default or otherwise)? And also, are you using AutoBar? There was an issue after the patch with AutoBar that was causing a problem with action bars not paging...

Bongos is modular and does have its own XP module. It is packaged with the main bongos download file. Make you have that installed and enabled.

It looks like it could be ag_UnitFrames' "ABF" layout with portraits shown, although that isnt the default font, it appears to be a customized font. Pretty sure that's it though.
