I'm not sure if I understood what you want exactly, but I'd suggest you start with Ace2 and learn from there.

www.wowace.com has a turorial section that should help you just fine.

Actually, I'd say it's eePanels with the border set to invisible and the rest is just placing :D

I have something similar on my end, but I actually use borders to separate items from each other.

I'd recommend Flexbar as DAB replacement. Flexbar is by far the most flexible bar mod out there. You can do virtually anything, and there's a version for TBC out there already :D
