What this does is as follows... - When the spell associated with the action on your action bar is active on the target *and* it is on cooldown, the time remaining on the spell is displayed in purple.
- When the spell associated with the action on your action bar is active on the target but is *not* on cooldown, the time remaining is displayed in bright blue.
- When the spell is *not* on your target and on cooldown, the time remaining of the cooldown is shown in yellow until the last ten seconds, then in red.
EDIT: I just added a screenshot that identifies the different information on the action bar.
