I think the problem lies within the understanding of "viewport". It's actually not just a thick bar-like texture on the bottom/top. That's what most people are doing plain wrong when they are setting an UI up like this. A viewport modifies the worldframe directly instead of putting all crap on it, you can put more stuff outside of it.

The way I normally describe a viewport is by comparing it to watching a widescreen movie on a regular (not widescreen) tv.
