The data the cast bar shows is *exactly* the data that Blizz is feeding back. The blue bar is your cast bar plus latency which is why it is a little ahead. I cannot give you a reason why the bar is "inaccurate" -- the data is coming straight from the Blizz server and I'm just displaying it.
