Okay guys, I just tried downloading this while logged out (so the fact that I'm an admin couldn't possibly have any impact on the ability to do so) and it worked absolutely fine for me. Could you both post what OS you are running, what web browsers you have tried to download it with, whether you are running any blocking plugins for your browsers (ala NoScript, AdBlock, etc), please?
