It's called SilverUI2 by SilverLion, there's a link to it on his post
here which is entirely in chinese.
To download it, copy and paste the pan.baidu.com link at the top of the post into the address bar.
The download button should be fairly obvious, but it's the one with the downward-pointing arrow and the file size (79.2M).
Click the grey box on the right after you click the download button, don't click the blue one.
