It doesn't matter where you choose "Options" from, it opens the exact same "Options" window. OK, not really
exactly the same, as depending where you open it from defines which page it opens on.
Sorry. My point here is that if you look on the "Quest" page, behind the "Auto turn in quests when talking to NPC", it says, in parenthesis, (shift+ctrl inverts). Have you tried that? Don't know if it'll make a difference if it's not checked, but worth a try.
