Config -> Unit -> Dispel Icon (you have to scroll down past buffs/debuffs)

That's rFilter2. The two large icons show when Missile Barrage and Clearcasting proc, the right two track Frostbolt and Arcane Blast debuffs, and the left two track Icy Veins and Arcane Power buffs.
