The big reason why 2.2 is taking so long to test is both the new in game Voice Chat, and a updated sound engine. Both are taking longer that normal to test. Blue Quotes:

Blizzard has also stated that due to the extended public testing for 2.2, much of the testing for 2.3 has already been completed. So we could see 2.3 come much sooner that expected.
