I was able to duplicate the same things you mentioned in your original post. There's also a little bit more going on that I see also.
Using the same conditions and setup as I posted for clarification, when I mouseover the zones in the Carb map, the InfoPanel Zone/Battlefield Map changes to the Zone that my cursor is over.
So it looks like there's a little battle going on somewhere between Blizz, Carb, and nUI, lol. I'll play more with it tomorrow evening though.
