My guess is that you have your minimap at the bottom of your screen. The quest tracker is part of the minimap cluster, and is anchored to it. If you want to be able to move it, you'll need to use a mod that moves frames or switch to a minimap mod that lets you move these elements (such as simpleminimap or chinchilla).
