Have you tried using the "Simple HUD" mode of the HUD? That only shows your auras on the target (as described before), your casting bar, range and optional health race (which you can toggle off via slash command)
As for losing the buffs in general... you don't edit the HUD panel. If you have the HUD turned off, then the player/target panel and skins aren't shown at all.
Option 1 is to download the nUI_AuraBars plugin from
http://www.wowinterface.com/download....html#optional which will remove the large aura panels from above the dashboard and replace them with tables well to the outside (see the screencap below). Use that together with the "Simple HUD" HUD mode and you'll get exactly what you're getting with Quartz (except that I don't track auras on mobs/players that are not currently targeted yet).
Option 2 is the nuclear strike and actually remove all auras... in which case you need to edit the unit skin files in [ nUI > Units > Skins ] -- which set of files you need to edit depends on which unit panel you use in raids. It should be obvious which skins are which and for which panel. All you have to do is locate the ["Aura"] section and set "enabled = false" for each. However, you will have to re-do that edit every time there is an update.
I'm attaching couple of a screencaps that shows the nUI_AuraBars plugin with the "Simple HUD" HUD with and without the health race bar. Note the aura buttons right dead center below the casting bar... those show what you have on the target -- debuffs on hostiles, buffs on friendlies.
