Sorry, I don't know of any site that is offering a UI contest nor have I seen any. The closest you can get is get it featured on WoW.com's interface column, World of Raids UI feature or if you are on the EU side of the pond, MVP Xenodia's "Pimp My UI" (formally done by MVP Schwick) featured UI of the week.
