Yeah -- that message has be a bit miffed. I haven't added any code that would cause the bindings to switch from character specific to account wide that I know of. At least, no code that hasn't already been in there for quite a while.
I'm going to spend some time this afternoon and see if I can figure out what's causing that. I haven't seen it in my own toons logins, but enough people have reported it that is sure seems to be an issue.
