Is nUI being unpacked correctly with all of the sub-directories intact, etc?
You should have a directory structure that looks something like this...
Interface > AddOns > nUI > nUI.toc
Interface > AddOns > nUI > Bars
Interface > AddOns > nUI > Layouts
Intefface > AddOns > nUI > Layouts > Default
Interface > AddOns > nUI > Main
(and so on)
You should also have the file [ Interface > AddOns > nUI > nUI.toc ] -- yes?
Did you follow my prior instructions and search your hard drive for "*.toc" and see what file paths showed up?
What is the name of one of the addons you have installed that *is* working?
