Well, as it turns out that wasn't the main problem, it was only a minor solution to it. Even with nUI+ the ONLY addon turned on, the problem persists. Casting stormstrike with /nui bar duration diabled results in a yellow 8s consistantly. The 8s stays stuck like that until the debuff on the target wears off. I imaginge the problem belongs with the /nui bar duration not properly disabling and resulting in a glitch with the bar cooldown.
Edit: Leaving combat (killing the target) also effectively starts the cooldown of the ability, since there is no target with the debuff.
I've attached some photo's to show the cooldown issue visually, hopefully it will help. This is all done with /nui bar duration DISABLED, as the function works fine when enabled.
