I can only change the totem set i.e. call of elements to call of ancestors or a totem within the set when out of combat.
With a clean UI - I can change them whenever - Blizz FAQ confirms you can change them in combat. A poster on the US forums had the same problem, he deleted bartender and they started working again. Obviously I dont use bartender as NUI+ is too fabulous!
