RavenNuke is a full website suite to look at that will give you full control. It is heavily supported, loaded with features and security systems, and is easy to setup and run. Ive known the guy who makes it for years and he is one of the best. And you can get it for free.

I don't knock PHP, I knock phpBB. Big difference =) At any rate, I'll not get into the persistent security problems regarding phpBB as you can find that on your own via Google.
