Sounds like fubar has renamed its frame.
Looking at that download it looks like it isn't complete. A TOC file is not an addon.

So, you can either use Fubar and download the fubar only plugins or download your choice of a databroker loke titan panel, docking station, etc and the fubar2broker and you can use your old fubar specific plugins on the databroker display bars.
