WoW UI Designer is imho the best choice if you want to create "frames" in XML, instead of "pure" Lua

Don't ever try AddOn Studio, it's horribly outdated
There also is a
non-WoW IDE you could give a try:
IntelliJ IDEA
It supports Lua (and the plugin is made by the author of Prat 3.0)
Otherwise just use
Notepad++ or
Notepad2,
etc
I don't believe addons are different according to the
IDE /
Text Editor,
.. but to the author and the framework/libraries (e.g.
Ace3) and use of either Lua/XML for frames
