Autobar LOOKS like a standard action bar, but isn't - it's includes automatic buttons for food/drink/bandages, teleportation, portals, quest items, potions, etc, etc, etc, with flyouts for teleports, portals, quest items, etc, etc, etc.
It doesn't use any actionbar slots. Is skinnable with ButtonFacade. It's EXACTLY what you described.
