First... the reason why the micro-menu and all disappear when you hide the upper console is that they are tied to that console. Even if you move them to where they are positioned over the dashboard, they are still children of the overhead console. So... when you hide it, you hide them.
You can get around this by making a 512x512 transparent texture and using that texture for all five blocks of the upper console. That way you don't have to hide it... so you have no upper console that is visible but the micro-menu and all is not hidden.
As for the problem when you log in, it sounds to me like there's a load error occurring. You might want to install BugSack or Swatter and see if either of them logs any error messages. If they do, you can post the results here and we can try to sort out what the problem is.
