Only if you have
NOT enabled "Show File Extensions" in Windows XP/Vista/7. If file extensions are shown, then the .ttf extension MUST be typed as well or you just get a generic "file" that does nothing. This is similar to *nix based OSes.
There are a few small AddOns that allow for easy changing of the default damage text WITHOUT the need to mess with the default game fonts. Look for mods like gdFont, xDamageFont and others (they all pretty much use the same code).
